My Lord,
I have the honour to forward for Your Lordship's infomation particulars concerning two shipments from India of peacock feathers which were declared for the purpose of Customs examination as Passover Bread.
A previous case similar to these occurred in 1916 when 115 cases were shipped as Cum Olibanum the cases being found on examination to contain peacock feathers with bricks to make up weight. The matter was taken up at that time with the Collector of Customs at Bombay who replied that it was then impossible to trace the shippers.
I regret that the matter was not reported
to Your Lordship at the time as it is now too late for further investigation, but I would submit that the matter of the false declarations in the two recent cases should be thoroughly investigated.
